When you open up the Notification Center, each notification is tagged with an “approximate time” such as 10 minutes or 2 hours ago. iOS 10 never displays the exact time at which a notification was received.

ExactTime Cydia tweak displays the “exact time” at which a notification was received. Once you install it, it will replace the native notifications with the approximate time.
